Is there a filter in the water tank? Then try to remove it.
I think there must be a blockage between the pump and the coffee spout.
Steam and Coffee are different ways. So the Steam-Side is okay, the coffee side not.
It´s not normal, that the pump is quiet.
I start from a calcification. A chunk of the purely dissolves and then reattached.
